FREEGS-U

`FREEGS <https://github.com/freegs-plasma/freegs>`_ is a python-based free-boundary Grad-Shafranov solver.
The use of FREEGS within the surrogate-based optimization framework was named FREEGS-U and can help find combinations of coil currents for desired geometric contraints

Once setup has been successful, the following regression test should run smoothly:
